A question has been raised recently by the Muslims in some countries, particularly India and Pakistan, as to whether you consider the rulings of the Supreme Leader to be effective only in Iran. Thus, in order to clarify this issue for the public opinion we ask you to kindly announce your stance in this regard.

To whom it may concern,
As we have explained earlier, the rulings of the Supreme Leader are limited in jurisdiction to Iran only when they concern the internal affairs or the domestic laws of the country. However, when it comes to the jurisprudential rulings of the Supreme Leader, who issues them as a religious authority, they apply to all countries around the world.
Therefore, it is incumbent on all of our Muslim brothers and sisters, wherever they live, to stay away from issues which lead to discord and disunity (something that we know is what our enemies are planning for) and to act based on the rulings and commands of the Supreme Leader.
